Gfx20+ doesn't do PIPELINE_SELECT, the assumption is that we can now
do any PIPE_CONTROL we want regardless of the pipeline mode.

For a bunch of workarounds and special cases we want PIPE_CONTROL not
RESOURCE_BARRIER. We want emit_apply_pipe_flushes() to be mostly for
application barriers.

This is the last level layer of emission, we want the tracking to be
added above that, so that when flushing of previously accumulated
reasons happens, another pointless reason isn't added.

These vertex fetch flushes aren't required in gen9+ because the display
driver will take care of this invalidation on QueueSubmit. So let's remove it.

Use tristate for the aligned setting, otherwise it is always
first disabled which contributes to the condition if we set the
new stride active.

We skip the stall emission for STATE_BASE_ADDRESS since this one can
be skipped on Gfx12.5+ and instead add a new sba tracepoint that has
valid timestamps.

For CCS_E on gfx12+, this will cause us to perform full resolves when
transitioning from undefined to a layout which does not support
compression. We don't currently perform such transitions because
compression is always enabled.

Instead of being encoded as a contiguous 64-bit mask of individual registers,
the robustness information is now encoded as a vector of up to 4 bytes that
represent the limits of each of the pushed UBO ranges in 16 byte units.
Some buggy Direct3D workloads are known to depend on a robustness alignment
as low as 16 bytes to work properly.

Previously we had 2 stages :
runtime -> precomputed values -> packing/emission
With this change we use 3 stages :
runtime -> precomputed values -> packing -> emission
Now blorp & other changes to the pipeline should not retrigger
repacking of instructions.

We do this at the cost of recomputing some values that where available
on the pipeline at vkCmdBindPipeline() time.
We can look at the shaders on graphics/compute which will work nicely
with the runtime.
The runtime doesn't have support for ray tracing pipelines so we keep
using them.

So don't redefine it with the same name, but use the name UNREACHABLE()
to also signify it's a macro.
Using a different name also makes sense because the behavior of the
macro was extending the one of __builtin_unreachable() anyway, and it
also had a different signature, accepting one argument, compared to the
standard unreachable() with no arguments.
This change improves the chances of building mesa with the C23 standard,
which for instance is the default in recent AOSP versions.
All the instances of the macro, including the definition, were updated
with the following command line:
