They are still the same, but we don't rely on the BRW compiler
specific symbols. STATIC_ASSERT catches at compile time if they
change independently. At some point we might revisit the need
for them to match.

Once the brw_*_prog_data are available, copy down all the relevant
fields to iris_compiled_shader (and iris_*_data corresponding structs)
so that most of Iris code will be independent of brw types.

The atomics lowering only applies to Gfx <= 7.5.
The get_size lowering only applies to Gfx <= 8.
Note: the lower_store still applies for Gfx9+, to perform color
conversion.

Patch adds a structure holding urb configuration. This makes it nicer
to pass it around as example for blorp. We need to be able to sometimes
compare with last urb configuration to be able to implement some
workaround.

We'll want to check for Alchemist and set various prog_data fields
in the next patch, in order to enable some optimizations. Passing
NULL for prog_data will remain valid and continue working as before.

The field is no longer consumed by brw_complie_* and is instead handled
directly by the crocus driver. Therefore, it's safe to leave it zero
and not even bother setting it. This removes our reliance on the
SWIZZLE_* macros in prog_instructions.h.

Rob added these new helpers a while back, which freedreno and radeonsi
both share. We should use them too. The new helpers use variables and
system value intrinsics, so we can drop the explicit binding table
creation and just use the normal paths.
Because we have to rewrite the system value uploading anyway, we drop
the scrambling of the default tessellation levels on upload, and instead
let the compiler go ahead and remap components like any normal shader.
In theory, this results in more shuffling in the shader. In practice,
we already do MOVs for message setup. In the passthrough shaders I
looked at, this resulted in no extra instructions on Icelake (SIMD8
SINGLE_PATCH) and Tigerlake (8_PATCH). On Haswell, one shader grew by
a single instruction for a pittance of cycles in a stage that isn't a
performance bottleneck anyway. Avoiding remapping wasn't so much of an
optimization as just the way that I originally wrote it. Not worth it.
