On integrated platforms, we have issue where L3 cache not being coherent
with CS and it forces us to push data out L3.
To avoid data cache flush, let's write the IR header with BLORP shader.
There is a small shader launch latency but eventually that should not
matter because writing data with CS (MI_STORE) commands is slower than
shader execution when we consider large number of BVH tree getting
built.

Split emission from pointers programming.
That way we can switch back & forth between blorp & applications
shaders and never emit binding tables, we just reprogram the pointers.

Having the named field allowed us to indicate that our code conditions
are referring to the specific decision about how we handle indirect
UBOs, rather than some other arbitrary hardware change.
Still, there's no need to store this in a singleton struct - we can
easily have a static inline bool that does the devinfo check for us.

Fixes a race condition where a BVH will be dumped before its command buffer is
actually submitted if a different command buffer completes between the time the
BVH dump is recorded and the time the command buffer is actually submitted.

This optimization doesn't work when the ray query index isn't uniform across
the subgroup, which is something the spec allows. While there are some smart
ways to fix this and still avoid unnecessary spilling, its not worth investing
the time until we find a realtime raytracing workload that actually needs to
use multiple live ray queries for something.

Allows a shader to have multiple ray queries without spilling them to a shadow
stack. Instead, the driver provides the shader with an array of multiple
RTDispatchGlobals structs to give each query its own dedicated stack.

Dynamic descriptors are mapped an array of offsets provided through
vkCmdBindDescriptorSets*() commands.
When pipelines are compiled with independent sets layouts, the
implementation might have to do additional runtime calculation to
figure out what offset in the contiguous array maps to what dynamic
descriptor in the pipeline layout.
For graphics pipelines you can always compute that information when
binding the shaders. There is always a limited amount of shaders (5
max).
For ray tracing pipelines, there could be lots of shaders to process
at every pipeline binding call. Besides there is no interface from the
runtime to the driver to list all the shaders used at the moment.
So do that tracking in the runtime and pass the information down to
the driver through the cmd_set_rt_state() vfunc.

If an application switches back and forth between descriptor sets and
descriptor buffers before executing a draw/dispatch, we could end up in

Previously we had 2 stages :
runtime -> precomputed values -> packing/emission
With this change we use 3 stages :
runtime -> precomputed values -> packing -> emission
Now blorp & other changes to the pipeline should not retrigger
repacking of instructions.

The vulkan runtime doesn´t store this parameter in the dynamic state
(since it's not a dynamic state). Just capture it at compile time and
leave on the wm_prog_data.

We do this at the cost of recomputing some values that where available
on the pipeline at vkCmdBindPipeline() time.
We can look at the shaders on graphics/compute which will work nicely
with the runtime.
The runtime doesn't have support for ray tracing pipelines so we keep
using them.

So don't redefine it with the same name, but use the name UNREACHABLE()
to also signify it's a macro.
Using a different name also makes sense because the behavior of the
macro was extending the one of __builtin_unreachable() anyway, and it
also had a different signature, accepting one argument, compared to the
standard unreachable() with no arguments.
This change improves the chances of building mesa with the C23 standard,
which for instance is the default in recent AOSP versions.
All the instances of the macro, including the definition, were updated
with the following command line:

Prior to Gen 11, we had to upload a bunch of SGVs
(FirstVertex, BaseVertex, BaseInstance, DrawID) via
3DSTATE_VERTEX_BUFFERS.
For Gen11+, we upload via 3DSTATE_SGVS_2 instead.

An application is allowed to bind an empty descriptor set in a place
where a pipeline layout has no descriptor set layout. For example :
pipeline_layout_A :
set0 : NULL
set1 : descriptor_set_layout_A
vkCmdBindDescriptor :
set0 : descriptor_set_B (with layout bindingCount=0)
set1 : descriptor_set_C (compatible with descriptor_set_layout_A)
