9859413bf4 intel/genxml: Add 3DPRIMITIVE_EXTENDED opcodes on Gen11+
On Gen11 and above, the 3DPRIMITIVE command takes an optional additional
three DWORDs of data as "extended parameters".  These extended
parameters only exist in the packet if "Extended Parameters Present" is
set.  Because our packing code doesn't handle variable-length commands
well, this commit adds a second version of the command which isn't real
but is just a copy of 3DPRIMITIVE with the additional dwords where the
"Extended Parameters Present" defaults to true and "DWord Length" is
adjusted by 3 as needed.  The 3DPRIMITIVE command is then the gen4-9
version which still works fine but doesn't have the new parameters.

8c8a1966ab intel/genxml: reprocess xml with elementree output
This makes two relatively small changes, first it addes the encoding to
the xml delcaration, and switches the quote style. Second, it changes
the final newline. These seemed minor enough to not warrent patches to
make the old wrter do the same thing as the new writer.

b05ac36f01 intel/genxml: Add SAMPLER_MODE bits for enabling Small PL on Icelake
This enables a lower power mode in the sampler hardware in certain
common scenarios.  On Tigerlake, SAMPLER_MODE is not programmable by
userspace but the kernel already sets this bit for us.

004fcfe698 anv: fix some multisample lines_wide CTS tests
We can use a better algorithm from ICL and onward by setting a chicken
bit, but prior to that we need to resort to disabling rectangular lines.
Since we don't support strictLines anyway, this shouldn't be a major
issue.

6fb93465bd intel/genxml: Add a partial GT_MODE definition for Gen11+.
I chose to drop "HW" from the name of this field because on Gen11
it applies to both HW and SW binding tables, so it's a bit of a
misnomer.

73434b665b intel/genxml: Drop SLMEnable from L3CNTLREG on Gen11
SML is no longer in the L3$ on Gen11+.  It's not incredibly clear from
the docs but no Gen11 platforms are in the list of platforms on which
this bit exists.  Also, we've been always setting it false on Gen11 in
ANV and i965 thanks to GEN_L3P_SLM being zero with no ill effects.

e0ab658acd intel/genxml: add generic perf counters registers
We have 2 of those we can configure to source programmable events.
Those are not part of the OA reports. Configuration happens in i915
through the metric set selected by the application. On the Mesa side
we'll just sample those and do a diff.

Improves performance on my Icelake 8x8 locked to 700Mhz.  For example,
some GfxBench5 subtests have the following results:

d1be67db39 iris: implement WaEnableStateCacheRedirectToCS
This 3d performance workaround was initially put in the kernel but the
media driver requires different settings so the register has been
whitelisted in i915 [1] and userspace drivers are left initializing it as
they wish.

0b44644ca6 genxml: Consistently use a numeric "MOCS" field
When we first started using genxml, we decided to represent MOCS as an
actual structure, and pack values.  However, in many places, it was more
convenient to use a numeric value rather than treating it as a struct,
so we added secondary setters in a bunch of places as well.

We were not entirely consistent, either.  Some places only had one.
Gen6 had both kinds of setters for STATE_BASE_ADDRESS, but newer gens
only had the struct-based setters.  The names were sometimes "Constant
Buffer Object Control State" instead of "Memory", making it harder to
find.  Many had prefixes like "Vertex Buffer MOCS"...in a vertex buffer
packet...which is a bit redundant.

On modern hardware, MOCS is simply an index into a table, but we were
still carrying around the structure with an "Index to MOCS Table" field,
in addition to the direct numeric setters.  This is clunky - we really
just want a number on new hardware.

This patch eliminates the struct-based setters, and makes the numeric
setters be consistently called "MOCS".  We leave the struct definition
around on Gen7-8 for reference purposes, but it is unused.
