Wa_1409600907 was enabled for gen12+. It should not be applied for

Now that all color blend bits are dynamic, emit_cb_state() is doing
almost nothing and half of that is wrong.
In the case that color write enable is dynamic, at the time the pipeline
state is emitted, it sees all the color attachments as having write
disabled and stores the WriteDisabled bit for each channel.
When all dynamic state is flushed, we have the right values already but
the values recorded into the command buffer get ORed with the ones
stored in the pipeline, and so WriteDisabled tag along when they
shouldn't.
Since all disabled color attachments are handled already when dynamic
state is flushed, there's no point in doing so at pipeline creation
time too. And since the only other thing done by emit_cb_state() is
writing three hardcoded values, they might as well be taken care of in
the same place as everything else.

Whenever one of them is BRW_SOMETIMES, we depend on dynamic flag pushed
in as a push constant. In this case, we have to often have to do the
calculation both ways and SEL the result. It's a bit more code but
decouples MSAA from the shader key.

Field must be disabled if any render targets have integer
format, additionally for Gfx12+ field must be disabled when
num multisamples > 1 or forced multisample count > 1.

We can avoid reemitting this when the index buffer index type doesn't
change.
Also we don't need to update this when the pipeline changes as we do
not pull any value from the pipeline. Instead rely on the dynamic
state to tell if dyn->ia.primitive_restart_enable changed.

Each logical device can point to its physical device intel_device_info
saving at least one intel_device_info.
This also allow us to set 'const' to avoid values in intel_device_info
being changed by mistake.

When we made depth/stencil dynamic, we lost the optimization. This is
particularly important for cases where the stencil test is enabled but
never writes anything as certain combinations with discard can cause
the stencil write (which doesn't do anything) to get moved late which
can be a measurable perf hit. According to 028e1137e6 ("anv/pipeline:
Be smarter about depth/stencil state", it was a couple percent for DOTA2
on Broadwell back in the day. No idea how it affects current titles.
This may also improve the depth/stncil PMA workarounds on Gen8 and Gen9
since they're now looking at optimized depth/stencil state.

Now that we've stopped trying to do dynamic stuff up-front, we're only
merging in one bit: DoubleSidedStencilEnable. There's no point in all
the merging code for one bit which is a constant anyway.

For one thing, we were deceptively setting it wrong in genX_cmd_buffer.c
and then overwriting it in each of of gfx7_cmd_buffer.c and
gfx8_cmd_buffer.c. Pull it all into genX_cmd_buffer.c so it's no longer
duplicated. Also, stop doing the PATCHLIST conversion in anv_pipeline.c
and just store the number of patch vertices.

In the following case :
vkCmdBindPipeline(compute_pipeline);
vkCmdDispatch(...);
vkCmdBindPipeline(graphics_pipeline);
vkCmdBindIndexBuffer(buffer)
vkCmdDraw(...);
We're emitting the 3DSTATE_INDEX_BUFFER instruction while the HW is
still in GPGPU mode, because we're dealing the pipeline selection to
vkCmdDraw().
Found while debugging Age Of Empire 4, HW is hung on
3DSTATE_INDEX_BUFFER instruction.

On Gfx7 we can only give the sample location for a given multisample
number. This means everytime the multisampling value changes, we have
to re-emit the locations. It's fine because it's also where
(3DSTATE_MULTISAMPLE) the number of samples is stored.
On Gfx8+ though, 3DSTATE_MULTISAMPLE only holds the number of samples
and all the sample locations for all number of samples are located in
3DSTATE_SAMPLE_PATTERN. So to be more effecient there, we need to
track the locations for all sample numbers and compare new values with
the relevant sample count when touching the dynamic state.

Color writes & color masks occupy the same fields in the BLEND_STATE
structure. So we need to store color mask (which are not dynamic) on
the pipeline to merge that information with color writes.

First, there is a problem if you do the following
vkCmdSetColorWriteEnableEXT(attachmentCount = 8)
vkCmdBindPipeline(GFX, with attachmentCount = 4)
vkCmdDraw()
vkCmdBindPipeline(GFX, with attachmentCount = 8)
vkCmdDraw()
Because in the dynamic state emission code we rely on the first
pipeline to figure the number of BLEND_STATE entries to prepare. This
is wrong, we should fill all entries so that the dynamic state works
regardless of the number of attachments in the pipeline. With regard
to the dynamic values, we should retain enable/disable values that do
not concern the current pipeline.
Second, 3DSTATE_WM was not always reemitted when the pipeline changed.
But since it is not emitted as part of the pipeline, this results in
inconsistent state being programmed.
Third, we end up disabling the fragment stage completely in some
cases. And that is programming the pipeline inconsistently and
triggering a hang on TGL.

The problem is that we missed looking at pipeline changes. Pipelines
hold bits of dynamic states and when it changes we might need to
reemit a packet.
