Currently there is not a separate option for setting the search path of
DRI drivers in meson, like there is in scons and autotools. This is an
oversight and needs to be fixed. This adds an extra option
`dri-search-path`, which will default to the value of
`dri-drivers-path`, like autotools does.

glXGetDriverConfig parameters do not provide a context to dynamically
check for the presence of the function, so the dispatcher directly calls
glXGetDriverConfig, but in non-dri builds dri_glx.c didn't provide
glXGetDriverConfig.
This change make it just return NULL in that case.

Currently the meosn build has a mix of two styles:
arg : [foo, ...
bar],
and
arg : [
foo, ...,
bar,
]
For consistency let's pick one. I've picked the later style, which I
think is more readable, and is more common in the mesa code base.

There are some case where the dri3 loader is covering for underlinkage
for GLX and EGL, provide the linkage that they actually need.

When we look up the DRI drawable state we need to associate an fbconfig
with the drawable. With GLX_EXT_no_config_context we can no longer infer
that from the context and must instead query the server.

This should be safe as these backends already support the EGL version of
this extension. DRI1 is not affected because it does not support
GLX_ARB_create_context anyway. DRI-Windows is not prepared to implement
this as there's no equivalent WGL extension, and wglCreateContextAttribs
seems to really want the HDC's pixel format to be set.

This `version` field defines the filename for the .so.
The plan .so as well as .so.$major are always symlinks to this.
Unless I'm mistaken, only the major is ever used, so this shouldn't
matter, but for consistency with autotools (and in case it does matter),
let's always have all 3 major.minor.patch components.
(The soname isn't affected, and is always .so.$major)

This is based heavily on Daniel Stone's work for the same, rebased on
master and with a number of TODO's fixed.
This does not implement glvnd (which is coming in a later patch)
Meson builds egl slightly differently than autotools, namely it doesn't
build an intermediate shared library. It doesn't do this because meson
doesn't have problems with the name of the library being dynamically
generated, so the glvnd and non-glvnd code can follow the same path.

This gets GLX and the loader building. The resulting GLX and i965 have
been tested on piglit and seem to work fine. This patch leaves a lot of
todo's in it's wake, GLX is quite complicated, and the build options
involved are many, and the goal at the moment is to get dri and gallium
drivers building.

Ugh the GLX code. __GLX_MAX_CONTEXT_PROPS is 3 because glxproto.h is
just a pile of ancient runes, so when the server begins sending more
than 3 context properties this code refuses to work _at all_. Which is
all just silly. If _XReply succeeds, it will have buffered the whole
reply, we can just walk through each property one at a time.
