bb52484df5 aco/tests: improve reporting of failed code checks 
Instead of just reporting the failed statements, print where they
originated. This is useful for tests which have a number of similar
checks.

a93092d0ed aco: Use s_cbranch_vccz/nz in post-RA optimization. 
A simple post-RA optimization which takes advantage of the
s_cbranch_vccz and s_cbranch_vccnz instructions.

It works on the following pattern:

vcc = v_cmp ...
scc = s_and vcc, exec
p_cbranch scc

The result looks like this:

vcc = v_cmp ...
p_cbranch vcc

0e4747d3fb aco: Introduce a new, post-RA optimizer. 
This commit adds the skeleton of a new ACO post-RA optimizer,
which is intended to be a simple pass called after RA, and
is meant to do code changes which can only be done
after RA.

It is currently empty, the actual optimizations will be added
in their own commits. It only has a DCE pass, which deletes
some dead code generated by the spiller.

d411691965 aco/tests: Use _exit in child process 
Since the child process doesn't call exec(), exit() attempted to run
atexit handlers registered by the parent process. This could result in
the child process hanging in exit() if there were still disk cache
threads alive when the parent process called fork(). (The CI runners
hit this multiple times when running tests in strace)

a9618e7c42 util: Add accessor for util_cpu_caps 
In release builds, there should be no change, but in debug builds the
assert will help us catch undefined behavior resulting from using
util_cpu_caps before it is initialized.

With fix for u_half_test for MSVC from Jesse Natalie squashed in.

b98a4d4dd7 aco: refactor GPR limit calculation 
This patch delays the calculation of GPR limits in order to
precisely incorporate extra registers (VCC etc.) and shared VGPRs.

Additionally, the allocation granularity is used to set the config.
This has some effect on the reported SGPR stats.

6a246f5c6d aco/tests: Fix deadlock for too large test lists 
The write() to the communication pipe shared with check_output.py would block
for large test output streams since the pipe's consumer wouldn't be launched
until the write already completed.

With NGG, ngg_gs_known_vtxcnt[0] would be false and ngg_gs_finale() would
assert.

With legacy GS, I don't know why the assertion was there.

8e961b91c3 aco: optimize v_add+v_lshlrev to v_mad_u32_u24 on GFX6-8 
This optimizes v_add(c, v_lshlrev(a, b)) to v_mad_u32_u24(b, 1<<a, c)
if 'a' is a constant (less than or equal to 6 to avoid creating
literals) and 'b' known to be a 16-bit or a 24-bit value.

On GFX9+, this is already optimized to v_lshl_add_u32.

No fossils-db changes.
