--create-unlinked also creates entrypoints for the functions, and
obviates the need to create a dummy entrypoint. This is one step closer
to removing glsl2spirv and aligns us with other users of glslang.

this contains two behaviour changes:
* NDEBUG no longer set in debug builds (so asserts work in debug, but are still
stripped out in release as expected).
* macro map set properly for assertions to be reported with proper paths.
together this makes assertions do the right thing on Intel and brings us in
alignment with asahi+panfrost

This reduces the amount of manual dependency tracking developers need to
do. This is turned on if glslang >= 11.3.0 is used, or 11.9.0 on
Windows, but otherwise the status quo is maintained. This means I have
not removed any use of `depend_files`. We could make make these hard
requirements and remove the use of `depend_files` too.

This also allows tools build on clc to drop their workaround to include
it themselves. Rusticl might need it once it supports extensions which
need this file pulled in.
Later if the need to include it changes based on llvm version, we can
easily handle this in clc.
The main reason to include it only conditionally is the massively
reduction in compilation time. It also removes the mental burden from
users of clc to deal with any of this themselves.

Iris does not use Gfx11+ SGVS extended parameters, so we have to rely
on the old Gfx9 method of providing the parameters through vertex
buffers.
