The only HW-definition we depend on here is the occlusion query minimum
alignment. But this value doesn't differ per arch, so let's just make it
a global define for now.
This should probably have a better name and location. But AFAICT, this
applies to a lot in this header. So let's untangle this down the road
instead.

These are only implemented for Rogue so far, which is fine because
that's all we currently support. Once we add support for more
generations, these helpers need updating.

So don't redefine it with the same name, but use the name UNREACHABLE()
to also signify it's a macro.
Using a different name also makes sense because the behavior of the
macro was extending the one of __builtin_unreachable() anyway, and it
also had a different signature, accepting one argument, compared to the
standard unreachable() with no arguments.
This change improves the chances of building mesa with the C23 standard,
which for instance is the default in recent AOSP versions.
All the instances of the macro, including the definition, were updated
with the following command line:

Basic vertex/fragment shader I/O and sysval allocation rewritten to use
the new compiler/driver interface, with allocation moved entirely into
the driver.
RHW coeffs now only emitted when required.
Boilerplate support for converting formats for vs inputs/fs outputs.

The PBE state words for second emit are at wrong offset. Add new
define ROGUE_NUM_PBESTATE_REG_WORDS_FOR_TRANSFER to fix the offset.
The last word is always 0.

We use dwords (32 bit) quite a bit around the code base. Previously
we used '* 4', '<< 2', or '* sizeof(uint32_t)' to go from dwords to
bytes. The conversion isn't always clear when other operations
happen in the same line, which can leave one wondering where the
multiplication came from.
PVR_DW_TO_BYTES() should make the code more obvious as well as
making the conversion more consistent.

The hardware requires depth/stencil attachments to be size-aligned to
the zls tile size (as defined by rogue_get_zls_tile_size_xy()).
In practice however, this is a tiny edge case. The restriction only
applies during some operations, and any attachment larger than the tile
size will be twiddled and over-allocated into alignment beforehand.
This commit also adds the mentioned rogue_get_zls_tile_size_xy()
function. These values differ from the regular tile_size_{x,y} feature
values in some cases. Instead of including them as features as well, we
compute them directly.

This type is useful beyond the scope of winsys.
It can now be used without being lumbered with a dependency on
pvr_winsys.h. Since pvr_winsys.h is used by pvr_private.h, this can be
a common cause for circular dependencies during development.

unreachable() doesn't lead to executing the code that follows it,
neither in debug nor release builds. So falling through doesn't make any
sense.
This fixes a compile-error on clang.
Let's move the default-block to the end to make it clearer that there's
no intended fallthrough.
