The gs_rta_support feature is currently bugged and may cause the
driver to assert; disabling it will instead use a fallback method
which is functional.

Synchronize GX6250 (4.45.2.58) device info with GX6250 (4.40.2.51) device info
and fill in the missing entries into GX6250 (4.45.2.58) device info . This is
important due to missing has_unified_store_depth , which leads to mesa warning:

This GNU extension caused a bug where a void pointer was modified then
interpreted as uint32_t* (instead of the other way round). Force a
compile error to (hopefully) prevent this from happening again.

Besides being not standard C, one instance (in pvr_cmd_buffer.c) was a
bug caused by adding-then-casting, which would likely have been caught
if void pointer arithmetic were not allowed.
All instances detected by -Wpointer-arith have been fixed here.

There has been a recent change to the new powervr KMD to always zero buffer
objects at allocation time to avoid information leaks. This change was made to
address upstream feedback [1]. The result is that the
PVR_WINSYS_BO_FLAG_ZERO_ON_ALLOC no longer makes a difference when using this
KMD.
As the powervr KMD is the one we actually care about, it makes sense to mirror
this change when using the downstream pvrsrvkm KMD in order to avoid differences
in behaviour between the two KMDs. As this makes the
PVR_WINSYS_BO_FLAG_ZERO_ON_ALLOC flag entirely redundant, remove it.

Currently only the six vulkan 1.0 pre-defined formats are supported,
but some basic infrastructure that will be useful for implementing
VK_EXT_custom_border_color (and vulkan 1.1) is included.
Only formats currently listed in the pvr_format_table in pvr_formats.c
are currently supported. Unlike most (all?) other drivers, the PowerVR
hardware requires each entry in the border color table to be encoded
for every hardware format (of which there are 128 available, plus 128
for compressed formats).
Also in this commit:
- Two new constants in rogue_texstate.xml:
- IMAGE_WORD0_TEXFORMAT_MAX_SIZE, and
- SAMPLER_BORDERCOLOR_INDEX_MAX_SIZE; and
- A new device feature (tpu_border_colour_enhanced)
