Defaults to true. When set to false Iris and various tools can be
built without ELK support. In both cases this means supporting
only Gfx9+. This option must be true to build Crocus or Hasvk.
This allows skipping re-building ELK when developing for newer platforms
with tools/tests enabled.

According to HSD 14016252163 if compute shader uses the sample
operation, morton walk order and set the thread group batch size to 4 is
expected to increase sampler cache hit rates by increasing sample
address locality within a subslice.

* Caio: "||" => "&&" for type checking in instr_uses_sampler()
* Jordan: Use nir's foreach macros rather than
nir_shader_lower_instructions()

This option is used for Gfx < 12, elk already set it to true,
so set it in brw and change the drivers to not set it anymore.
Because the dual-compiler support in Iris, the helper function
there had to change to consult the right compiler value instead.

Plumb the prog_data bits recently introduced for ALU-based
interpolation down to 3DSTATE_PS_EXTRA emission in the GL driver, as
well as the uses_depth_w_coefficients bit that was already in use by
the Vulkan driver for CPS shaders. Even though this is only going to
be used on Xe2+ for now there seems to be no reason not to plumb the
bits on all platforms back to gfx11, since the 3DSTATE_PS_EXTRA
enables already existed on ICL.

This matches anv and specification behavior, change makes us toggle the
field in tests/application that may use layered framebuffer but do not
assign any value to gl_Layer.

They are still the same, but we don't rely on the BRW compiler
specific symbols. STATIC_ASSERT catches at compile time if they
change independently. At some point we might revisit the need

Patch adds a structure holding urb configuration. This makes it nicer

The field is no longer consumed by brw_complie_* and is instead handled
directly by the crocus driver. Therefore, it's safe to leave it zero
and not even bother setting it. This removes our reliance on the
SWIZZLE_* macros in prog_instructions.h.
