XFB queries need to be enabled with NGG streamout and VS/TES.
Previously, the NGG lowering code relied on has_prim_query for XFB.
This fixes failures with RADV_PERFTEST=ngg_streamout on GFX10.3 with
the vkd3d-proton testsuite. Vulkan CTS is missing TES tests with XFB
queries apparently.

This is actually not necessary because we compile and upload binaries
directly from libraries with GPL. This introduced random double free
crashes because binaries were potentially freed by concurrent threads.
Root cause found by Ishi.

For fast-linking, we really want to upload the binaries directly in
a library to avoid creating and uploading at pipeline creation time.
To achieve that, add a radeon_winsys_bo pointer to radv_shader in
order to indicate that a shader is already uploaded. When a lib is
imported, the pipeline slab BO is also incremented to make sure it's
not freed when the lib is destroyed.
This also allows to free binaries right after they are uploaded.

With GPL, it's possible to build the main FS without the multisample
state, but the number of rasterization samples is required for
lowering interpolateAtSample(). In this rare situation, the number of
samples will be passed through a new user SGPR.

With GPL, we will have to keep the shader binary in the library for
uploading it later, so it's easier to have a pointer in radv_shader.
The shader binary will be freed when the library is destroyed.

From the Vulkan spec says:
"VUID-VkGraphicsPipelineCreateInfo-pStages-00738
If the pipeline is being created with pre-rasterization shader
state and pStages includes a geometry shader stage, and does not
include any tessellation shader stages, its shader code must
contain an OpExecutionMode instruction specifying an input
primitive type that is compatible with the primitive topology
specified in pInputAssembly"
In other words, the GS input primitive and the topology must match, so
it's possible to get this information directly from the GS instead of
from the pipeline key. Main benefit is that the driver can compile all
pre-rasterization stages without knowing the primitive topology.

This can't do it in the loop because it doesn't easily know what
attributes use a binding.
We could do it in a separate loop, but there's no point, especially since
zink does CmdSetVertexInputEXT() after CmdBindVertexBuffers2().

The main FS would have to jump to the PC of the PS epilog. Given that
shaders are allocated in the 32-bit addr space, one user SGPR is fine.

Unfortunately, radv_lower_multiview is not suitable for mesh shaders
because it can't know the mapping between API mesh shader
invocations and output primitives.
Additionally, when lowering view id to layer, it must be created
as a per-primitive PS input.

Instead of using a union in radv_pipeline, this introduces new
structures for graphics, compute and library pipelines which inherit
from radv_pipeline. This will ease graphics pipeline libary implem.
There is still no radv_raytracing_pipeline because RADV actually
uses a compute pipeline for everything but it could be introduced
later when necessary.

LLVM uses an implicit argument for the ring offsets and this lowering
was just broken.
This fixes tessellation and geometry on all generations with LLVM.
