Fake16 doesn't print opsel on v_cndmask_b16, so it looks really broken.
Restrict to LLVM20+ because older versions have incomplete tru16 support.

AMD BC-250 is a mining board based on an AMD APU with an integrated GPU
that kernel recognizes as Cyan Skillfish.
It is basically RDNA1/GFX10, but with added hardware ray tracing
support. LLVM calls it GFX1013, see
https://llvm.org/docs/AMDGPU/AMDGPUAsmGFX1013.html
Support for this GPU hasn't been extensively tested. Some games are
known to work, some non-trivial ray query compute and ray tracing
pipeline rendering works too. Q2RTX works.

this allows amd drivers to disable llvm support while still allowing
llvmpipe/lavapipe to be built
by disabling llvm support in amd drivers, the load times for these drivers
decreases by 5-10ms

Don't recompile entire ACO when something changes in NIR.
Instead, only use some headers which are actually needed,
include these in ACO files instead of relying on nir.h to
include them.

- remove uninteresting lines of output
- remove binary offset before instructions, for easier diffing
- replace generated labels with block numbers
- add encoded instructions at the end of lines, like LLVM dissaembly
- print constant data instead of trying to disassemble it

ACO relies on LLVM to disassemble AMD shaders for ISAs newer than GFX7,
so disassembly needs to be skipped when LLVM is not enabled.
For vkGetPipelineExecutableInternalRepresentationsKHR and vkGetShaderInfoAMD,
the disassembly will not be reported anymore if it can't be generated.

Streams are really stateful and (IMO) difficult to read for non-trivial
usage. This is also more consistent with NIR and the rest of ACO.

Checking errno is actually wrong because it's only updated if
popen() fails (ie. NULL). One solution is to check if the first
line is empty.
