VKCTS and GLCTS through Zink but the number of application using ESO

NIR caching is useful for two use cases:
- Shader permutations involving reused VS or FS.
- GPL-like engine that compiles a separate (library) variant and an
optimized (monolithic) variant, e.g. DXVK.
By caching the result of radv_shader_spirv_to_nir, permutations hitting
the cache can have their compilation time reduced by 50% or more.
There are still open questions about the memory and storage footprint of
NIR caches, which is why this is gated behind a perftest flag. In
particular, Steam doesn't want to ship NIR cache since they are
unnecessary in presence of a full precompiled shader cache. In this
commit, the cache entries do not reside in memory and are immediately
written to the disk. Further design around how the caches are stored and
how to coordinate cache type with Steam etc. is left as future work.

Following PAL's implementation, this patch avoids allocating shader code
buffers in BAR and use SDMA to upload them to invisible VRAM
directly.
For some games like HZD, shaders can take as much as 400MB, which exceeds
the non-resizable BAR size (256MB) and cause inconsistent spilling
behavior. The kernel will normally move these to invisible VRAM on its own,
but there are a few cases that it does not reliably happen. This patch does
the moving explicitly in the driver to ensure predictable results.
In this patch, we upload the shaders synchronously; so the shader will be
ready as soon as vkCreate*Pipeline returns. A following patch will make
this asynchronous and don't block until we see a use of the pipeline.
As a side effect, when SQTT is used we now store the shaders on a cacheable
buffer which would speed up writing the trace to the disk.

This was added ~4 years ago for very little performance improvements
(likely < 1%) and this is only supported on GFX8 and GFX9.
Since, the number of dynamic states increased and this is likely
disabled most of the time, and given the maintainability cost, it looks
like it's time to remove it completely.
Applications can still enable it with VK_AMD_rasterization_order.

This experimental and very suboptimal implementation of graphics
pipeline library shouldn't be used by anyone, except for development
purposes. It's still under active development from my side. This
extension is only exposed via RADV_PERFTEST=gpl anyways.
It's very suboptimal because RADV doesn't yet support PS epilogs and
VS prologs need to be improved/reworked because GPL changed the logic
(eg. can't know the next stage when compiling a prolog). So, currently
the driver ALWAYS retains NIR shaders during libs creation and it links
and compiles in the final pipeline.
I have WIP branches for approximately everything but it looks simpler
to start merging an initial implementation in order to improve steps
by steps from main. This commit might look simple and short but I
already merged TON of preliminary work. RADV was definitely not ready
for GPL and it's still not completely fine. Expect refactoring again.
This implementation currently pass
dEQP-VK.pipeline.pipeline_library.* on NAVI21, except few feedback
creation tests due to CTS bugs.
