SPIR-V parsing can result in some direct constant usage for shader
records. Lower this early to a global based intrinsic so that it
doesn't interfere with the later 32-bit offset based constants
for scratch usage.

Instead of v_bfe + v_lshl_or for each vertex, get all 3 edge flags
at once of every vertex. This takes fewer VALU instructions than
previously.

After disabling SMEM stores, nir_opt_access() now does the same analysis
and we don't need this anymore. Doing it in isel is also too late if we
want to lower descriptor loads in NIR.

When the result of these loads is only used by cross-lane instructions,
it is beneficial to use a VGPR destination. This is because this allows
to put the s_waitcnt further down, which decreases latency.

Fix up the operand size for v_sad instructions, and implement
the new NIR horizontal add. There is no viable way to do this

We don't want to have to deal with vector phis in freedreno, because
vectors are always split/unsplit around vectorized instructions anyways,
and the stated reason for not scalarising them (it hurting coalescing)
won't apply to us because we won't be using nir_from_ssa. Add this
option so that we don't have to do the equivalent thing while
translating from NIR.

Late export is theoretically better if used with LATE_ALLOC,
but in practice, the early export has an advantage of
lower register usage, therefore more concurrent waves.
The idea of this commit is that "small" shaders benefit from early
primitive export more, due to being able to launch much more waves.
Let's consider a NIR shader "small" when it has only 1 block.
This yields both better performance, and better stats, than always
using late export.

This allows to force the VRS rates via RADV_FORCE_VRS, the supported
values are 2x2, 1x2 and 2x1. This supports the primitive shading rate
mode for non GUI elements.
