We were using 'member' to generally mean 'member project', but this
wasn't super clear, and sometimes it also meant an individual person.
Clarify it such that project vs. individual is clear where it's
relevant, leaving 'member' only for when it's not relevant.

Originally we wanted to have an official website to document
adoption. However this never materialized.
I don't think the governance document is the right place for this
anyways.

For "ext" and "wp", the document uses the wording "ACKed by at
least 3 members". For "ext", the document uses the wording "ACKed
by at least one other member".
This is confusing, let's just use the same wording everywhere.

This converts GOVERNANCE, MEMBERS and README to Markdown documents.
These are only cosmetic changes, the actual contents and wording have
been retained.
GitLab pretty-prints Markdown and adds anchors. We can now add links
from one document to another.
Unfortunately GOVERNANCE lettered lists have been converted to numbered
lists, because Markdown doesn't support the former.
