Valentine Burley f3ef27e0b9 ci: Add global ANGLE skips for its waiver ... ANGLE has a waiver for certain XFB tests, but this wasn't properly applied on Alder Lake and these tests weren't skipped there. Add a global angle-skips.txt file so that we don't have to keep copy-pasting these skips.
