Samuel Pitoiset 90db834603 radv: do not support UNIFORM_TEXEL_BUFFER with SRGB 
Looks like it can't be supported. Also disabled by PRO/AMDVLK.

Fixes new CTS dEQP-VK.texture.texel_buffer.uniform.srgb.*.
