Emil Velikov f3a97c0381 targets/automake.inc: s/GALLIUM_VIDEO_CFLAGS/GALLIUM_TARGET_CFLAGS/ 
The flags are not specific to the video targets plus
we can reuse them for targets/xa and targets/gbm.
