Huge thanks to Laura and Doug for updating the EC and AP firmware, and
for switching the network adapter across all trogdor Chromebooks,
enabling them to boot Cuttlefish.

Add a nightly job running Cuttlefish with Venus on Turnip.
Similar to the existing Venus-on-ANV jobs, this uses Cuttlefish's
'venus_guest_angle' mode to run deqp-vk and deqp-egl with ANGLE and
Venus inside the Android guest, with Turnip on the host.

The Android 16 Cuttlefish build comes with a new Xe minigbm backend that
we can use on the host in the android-angle-venus-anv-adl nightly job.

Update the Cuttlefish image to Android 16, move to the r29 NDK, and build
Mesa with SDK version 35, the latest version currently supported.
The new Cuttlefish build switches the 'venus_guest_angle' mode to use the
`venus:cross-domain` context type instead of `virgl:virgl2:venus`, which
now works on Android 16. This mode also moves to the `skiavk` Vulkan
backend for HWUI and SurfaceFlinger.
The Cuttlefish repositories have also been moved to the new
https://gitlab.freedesktop.org/gfx-ci/android namespace.

Now that lavapipe sparse resource support on external memory has been
fixed, expose sparse resource support from venus on lavapipe. Meanwhile,
make remaining failures explicit (failed in lavapipe as well).
This CL also drops an obsolete comment and updates expectations from
full nightly runs.

Add only those tests for initial coverage:

This increases the job execution time to almost 1h, so move this job to
nightly.

Introduce nightly Cuttlefish jobs on Intel Tiger Lake and Alder Lake.
Like `android-angle-venus-anv-cml`, these jobs run dEQP with the Android
guest using Venus + ANGLE, and the host using the ANV Vulkan driver.

A recent change now requires the kvm runner tag to be explicitly listed
for jobs that need to run on runners with KVM capability.
This ensures the jobs are scheduled on compatible runners.

Use .test-angle as a full-featured job to be extended to enable angle
usage in the job. Right now, it comes with USE_ANGLE=1 flag and the
respective structural tag.
