It only checked whether the pointer was indices or indirect, but we can
just determine the same thing manually for each draw call.
Simplify it as follows:
- if a call contains a pointer without count and it's either indirect or
indices, set marshal="async". The marshal_sync attribute still determines
when it syncs.
- if a call doesn't contain any pointer without count, remove the marshal
attribute

It's straightfoward except that I had to hack the python scripts to add
"marshal_count", which behaves just like "count" except that "variable_param"
is ignored. ("variable_param" changes the behavior of "count", which I don't
want)

The scripts are invoked with the correct version of python and are
missing the execute bit.
Follow the rest of Mesa and drop the shebang line.

The threading for GL core is in place, but there are so few applications
actually using a core GL context that it would be nice to extend support
back. However, some of the features of compat GL (particularly user
vertex arrays) would be so expensive to track state for that we want to be
able to disable threading when we discover that the app is using them.
