syncobjs provide the same features and allow to unify code
paths because we don't need to handle imported syncobj
separately.
This simplifies the code and doesn't seem to have any perf
impact.
Syncobjs are supported in amdgpu since kernel commit 660e855813f78
during 4.12 cycle but the minor version wasn't bumped so use
the next bump value asthe minimum supported version.

This decreases the time spent in amdgpu_cs_submit_ib from 15.4% to 8.3%
in VP2020/Catia1, which is a decrease of CPU load for that thread by 46%.
Overall, it increases performance by a small number in CPU-bound benchmarks.
The biggest improvement I have seen is VP2020/Catia2, where it increases
FPS by 12%.
It no longer stores pipe_fence_handle references inside amdgpu_winsys_bo.
The idea is to have a global fixed list of queues (only 1 queue per IP
for now) where each queue generates its own sequence numbers (generated
by the winsys, not the kernel). Each queue also has a ring of fences.
The sequence numbers are used as indices into the ring of fences, which
is how sequence numbers are converted to fences.
With that, each BO only has to keep a list of sequence numbers, 1 for each
queue. The maximum number of queues is set to 6. Since the system can
handle integer wraparounds of sequence numbers correctly, we only need
16-bit sequence numbers in BOs to have accurate busyness tracking. Thus,
each BO uses only 12 bytes to represent all its fences for all queues.
There is also a 1-byte bitmask saying which sequence numbers are
initialized.
amdgpu_winsys.h contains the complete description. It has several
limitations that exist to minimize the memory footprint and updating of
BO fences.

This adds a new helper amdgpu_ctx_set_sw_reset_status that sets the SW
status. The logic of which CS is reported as rejected is also changed
slightly, i.e. other contexts no longer affect the current context.
The helper will be exposed to radeonsi to allow reporting non-recoverable
allocation failures and skipped draws.

The 'struct drm_amdgpu_cs_chunk_fence' is processed as
'struct drm_amdgpu_cs_chunk_data' which is a union.
This change ensures the proper alignment for this structure
to be processed as 'struct drm_amdgpu_cs_chunk_data'.
The presence of __u64 as one member of
'struct drm_amdgpu_cs_chunk_data' makes the
whole structure expected to be 64-bit aligned.
This is a minor issue detected by the gcc sanitizer (ubsan), for instance at the libdrm library:

Some chips support firmware based mcbp. If supported this means
radeonsi needs to allocate 3 buffers and pass them to the firmware.
From there, the firmware will handle mcbp and register shadowing
on its own so we don't need to insert LOAD packet in the preamble.

buffer_indices_hashlist is only used by the current
amdgpu_cs_context (= amdgpu_cs.csc).
So store a single 16k int array instead of 2, and switch
the owner when flushing the cs.

This decreases the CPU time percentage of amdgpu_cs_add_buffer by 50%
on Ryzen 3900X.
We don't need to call amdgpu_bo_is_referenced_by_any_cs
in amdgpu_bo_can_reclaim. The reclaim function is only called for buffers
that have 0 references.
The only downside is that amdgpu_bo_is_referenced_by_cs might be slower
in some very rare cases. Overall the driver overhead is better.

It's straightforward except that the amdgpu winsys had to be cleaned up
to allow this.
radeon_cmdbuf is inlined and optionally the winsys can save the pointer
to it. radeon_cmdbuf::priv points to the winsys cs structure.

Use it instead of the libdrm provided amdgpu_drm.h header. I used
the kernel revision from the README to get the header so the
header versions should be consistent.
Tested by removing /usr/include/libdrm/amdgpu_drm.h from my dev-machine.
