glibc now provides C23-style type-generic string functions. strstr
returns const char * when passed a const char * argument. Update U3AS1
declaration to const since it's only used for offset calculation.

b824ef83ab util/dynarray: infer type in append
Most of the time, we can infer the type to append in
util_dynarray_append using __typeof__, which is standardized in C23 and
support in Jesse's MSMSVCV. This patch drops the type argument most of
the time, making util_dynarray a little more ergonomic to use.

This is done in four steps.

First, rename util_dynarray_append -> util_dynarray_append_typed

Then, add a new append that infers the type. This is much more ergonomic
for what you want most of the time.

Next, use type-inferred append as much as possible, via Coccinelle
patch (plus manual fixup):

Finally, hand fixup cases that Coccinelle missed or incorrectly
translated, of which there were several because we can't used the
untyped append with a literal (since the sizeof won't do what you want).

All four steps are squashed to produce a single patch changing every
util_dynarray_append call site in tree to either drop a type parameter
(if possible) or insert a _typed suffix (if we can't infer). As such,
the final patch is best reviewed by hand even though it was
tool-assisted.

No Long Linguine Meals were involved in the making of this patch.

aca4948997 clc: force exact! across libclc
libclc seems to have piles of bugs where it relies on precise floating point
behaviours to meet CL precision requirements but doesn't actually disable fast
math in its own spir-v. I am tired of playing this whack-a-mole game. Let's just
assume that the math in CLC is right and should not be optimized in unsafe ways,
and force the exact bit across libclc. This works around a large class of libclc
bugs that keep cropping up from innocuous NIR changes.

This does not force the exact bit for application shaders using libclc, just for
the calculations inside of libclc itself. This seems like the right tradeoff all
considered, anything "fast" bypasses libclc anyway.

Fixes generated_tests/cl/builtin/math/builtin-float-pow-1.0.generated.cl on
drivers using nir_opt_reassociate, and probably other stuff.

ddf2aa3a4d build: avoid redefining unreachable() which is standard in C23
In the C23 standard unreachable() is now a predefined function-like
macro in <stddef.h>

And this causes build errors when building for C23:

So don't redefine it with the same name, but use the name UNREACHABLE()
to also signify it's a macro.

Using a different name also makes sense because the behavior of the
macro was extending the one of __builtin_unreachable() anyway, and it
also had a different signature, accepting one argument, compared to the
standard unreachable() with no arguments.

This change improves the chances of building mesa with the C23 standard,
which for instance is the default in recent AOSP versions.

All the instances of the macro, including the definition, were updated
with the following command line:

419a9e9d42 mesa-clc: add an option to force inclusion of OpenCL headers
Currently mesa-clc bundles OpenCL headers from Clang only if the static
LLVM is used (which means Clang / LLVM are not present on the target
system). In some cases (e.g. when building in OpenEmbedded environemnt)
it is desirable to have shared LLVM library, but skip installing the
whole Clang runtime just to compile shaders. Add an option that forces
OpenCL headers to be bundled with the mesa-clc binary.

3b1166da8c meson: factor out with_driver_using_cl

5adac011b8 meson: rework mesa-clc=system handling
In theory you can build a driver using OpenCL kernels with a
-Dmesa-clc=system. That shouldn't require any LLVM/Clang/etc...

But the checks to find the pre-compiled mesa_clc & vtn_bindgen
binaries are in meson files or conditions only triggered if you build
with LLVM (:

13b8af95fb clc: plumb cl_khr_subgroup_ballot
although rusticl isn't lighting it up yet, it's helpful to get

33a1acb0da clc: Tell clang to track imported dependencies
Clang is capable of tacking what headers it imports, as long as we set
it up to do that. While that isn't important for rusticl, it would be
useful for the various `_clc` tools, as they can then tell Ninja which
headers they read to make rebuilds more reliable.

f31b451916 clc: add mesa_clc tool
This is a generic tool to convert OpenCL C to SPIR-V.

In the future, this will be replaced by `clang` directly using the LLVM SPIR-V
backend, but for now we need a tool in Mesa to provide this functionality with
older LLVM versions.

The important parts are that:

1. It does not depend on NIR or any real platform details. An older mesa_clc
   from a previous Mesa version can generally be used to build a newer Mesa to
   ease cross-OS builds.

2. Its output can be consumed without any LLVM dependence, which will untangle
   the LLVM mess we have now.
