There's no good reason for this to be header-only besides laziness on my
part when I first wrote a few "small" helpers. Some of those are pretty
good sized and don't need to be inlined.

As long as drivers implement an fmin/fmax that do the right thing with
NaN, there's no reason for the integer comparison.

I have no idea why I flipped the order of these to checks vs. the C
code when I wrote the NIR helper. We need to deal with NaN first or
else the fmin will smash NaN to MAX_RGB9E5 and it won't get handled as
NaN.

asahi will pass in 16bits, works fine if we convert before clamping. note we
don't try to be clever and make a smaller immediate because it would require
extra logic for negatives to make sure we don't have garbage in upper bits
(nir_validate checks that). do the simple, obviously correct thing.

This simplifies things a bit. Note that in some cases, the arguments are
swapped, because multiplications are commutative, and nir_fmul_imm only
allows the second operand to be an immediate.

I needed the same functions for v3d. Note that the color value in the
Intel lowering has already been cut down to image.chans num_components.

We have a name for that, it's called a uvec. This just makes the
function name a bit shorter. While we're here, we also add an assert
for one of the assumptions this function makes.

This is a fairly direct port from blorp. The only real change is that
the nir_format_convert version doesn't assume that everything is a vec4.
