- Update and add csbgen definitions to make the content of the
geom and frag km stream more obvious.
- Replace some of the hard coded constants with defines.
- Adds some static assert to make the provenance of definitions
more clear as well as making sure things fit properly.

Previously the code assumed that you could only have depth-stencil
attachments so no stencil only or depth only, for ZLS load/stores.
This isn't true as we can have stencil only attachments so the
ZLS depth and stencil store/load enable have to be set separately.
Other ZLSCTL setup has also been adjusted for separate depth-stencil.
E.g. the z{load,store}format, and {load,store}twiddled.

Currently only the six vulkan 1.0 pre-defined formats are supported,
but some basic infrastructure that will be useful for implementing
VK_EXT_custom_border_color (and vulkan 1.1) is included.
Only formats currently listed in the pvr_format_table in pvr_formats.c
are currently supported. Unlike most (all?) other drivers, the PowerVR
hardware requires each entry in the border color table to be encoded
for every hardware format (of which there are 128 available, plus 128
for compressed formats).
Also in this commit:
- Two new constants in rogue_texstate.xml:
- IMAGE_WORD0_TEXFORMAT_MAX_SIZE, and
- SAMPLER_BORDERCOLOR_INDEX_MAX_SIZE; and
- A new device feature (tpu_border_colour_enhanced)

All enums should be unambiguous, so an error is raised when multiple
enum variants with the same value are encountered. When no enum
variants match the provided value, NULL is returned. This allows the
to-string functions to double as validators.

The templates will be used to flush fragment work at the
pipeline barrier. They will also be used in
vkCmdClearAttachments().
"pds_state" is a pointer to an array. This is done to prevent a
memcpy() patching the PDS state. Whenever the template requires
PDS state we will always be patching it so let's just pass a
pointer instead. Using a pointer here also allows to check (with a
NULL check) whether the pds state in the template was configured
prior to emitting.

This change involves two enums:
* rogue_texstate.xml: All COMPRESSED_* members of FORMAT are moved
to FORMAT_COMPRESSED (without the prefix). A second field is added
to IMAGE_WORD0 (texformat_compressed) which overlaps with the
original (texformat), and
* rogue_pbestate.xml: REG_WORD0_LINESTRIDE was not a real enum; it's
removed entirely. It only has value when feature
pbe_stride_align_1pixel is present, so a FIXME comment was added to
this effect.

This is generally PEP-484 stuff, but there is one functional change.
The base class Node needed to have an add() method to allow typed
dynamic dispatch. This could have been decorated @abstractmethod, but
that would require an error-raising implementation on all leaf-type
nodes. Instead, I added a base implementation that just errors out with
information from the subclass instance.
As a simple optimization, subclass implementations of add() (instead of
raising the same (or similar) error) now call super().add() in the
case of invalid child nodes.
