This is achieved by the following steps:

This for reduce the usage of DEBUG,
so it's easier migrating to MESA_DEBUG
These are found when migrating DEBUG to MESA_DEBUG,
these are all comment update, so it's safe
Replace comment /* DEBUG */ and /* !DEBUG */ with proper /* MESA_DEBUG */ or /* !MESA_DEBUG */ manually

Previously we reserved space for a stream link and whenever we ran
out of space in the current bo, allocated a new one, and emitted a
link to it. This is problematic as stream links can only be emitted
at state update boundaries so the handling could have produced a
corrupted control stream.
That's fixed by using a `relocation_mark` set by the driver to
indicate where a state update was last started, so csb can relocate
the whole update into the new bo and link to it.

We use dwords (32 bit) quite a bit around the code base. Previously
we used '* 4', '<< 2', or '* sizeof(uint32_t)' to go from dwords to
bytes. The conversion isn't always clear when other operations
happen in the same line, which can leave one wondering where the
multiplication came from.
PVR_DW_TO_BYTES() should make the code more obvious as well as
making the conversion more consistent.

This is a simple helper for minimizing the storage requirements of
control streams. It discards all information required only while
building the control stream and returns just the status and the list of
BOs backing the control stream. The first BO in the list is the start
of the control stream.
Especially for small, deterministically sized control streams, there's
no sense in lugging around an entire builder structure once it's built.

All enums should be unambiguous, so an error is raised when multiple
enum variants with the same value are encountered. When no enum
variants match the provided value, NULL is returned. This allows the
to-string functions to double as validators.

When copying the secondary command buffer's deferred control stream
to the main stream we have to first allocate space in the main
stream. In case the allocation failed we were attempting to
memcpy() to a NULL destination causing a NULL dereference.
This fixes CID 1515977.

This adds support for PVR_CMD_STREAM_TYPE_GRAPHICS_DEFERRED type control
stream. The main difference is that this is backed by host memory.
This is mainly needed for secondary command buffers allocated with
VK_COMMAND_BUFFER_USAGE_SIMULTANEOUS_USE_BIT. In this case we need
to copy secondary command buffer's control stream over to primary
stream in vkCmdExecuteCommands.

This reverts commit 27c57b8650.
The driver doesn't always pack or emit words directly. In some
cases it might be desirable to store the struct equivalent for the
control word and emit/pack at a later stage. Thus reverting to
expose pvr_cmd_pack().
One such use case is in the following commit.

This type is useful beyond the scope of winsys.
It can now be used without being lumbered with a dependency on
pvr_winsys.h. Since pvr_winsys.h is used by pvr_private.h, this can be
a common cause for circular dependencies during development.

Since the packing functions generated by csbgen use a void pointer
for the buffer in which to pack, it's possible to easily write out
of bounds. This commits attempts to reduce the chances by
having the pack macro check that the pointer passed points to an
element sized equally to the state word being packed. Catching
these errors earlier.
As can be seen in this commit, there already was a case of this:
"pds_ctrl". The word size is meant to be 64 bits but the pointer
was pointing to a 32 bit field.
Although it's fine for the word size to be smaller than the
storage pointed to by the pointer, this is not allowed just to
be extra careful.
