With UBSan enabled, we get the following issue:

This only happens the first time a ir_variable (which derives from
ir_instruction) is created; next calls don't show the issue any more.
The problem is with the following call in the `new()` operator:
```
((ir_instruction*)((uintptr_t)p))->node_linalloc = ctx;
```
In this case, the ir_instruction structure is not fully constructed and
thus UBSan complains about it. In the next calls, as the structure is
now fully constructed it doesn't complain any more.
The right approach would be fully creating the structure, and afterwards
doing the context assignment. But this would require quite a lot of
changes, passing the context through the constructors to assign it.
A simpler solution is just disabling this check for this case, as we
know what is happening.

As float16_t may comes from arm_neon.h:

Compiling my shader-db with the gallium noop driver is 3.6% faster now.
malloc calls from ralloc+linear_alloc are reduced by 34% when compiling
Heaven shaders with the gallium noop driver. That's due to a shift of
malloc calls from ralloc to linear_alloc.

The type of the "new operator" parameter determines whether ir_instruction
is allocated with linear_ctx or ralloc. The ralloc operators will be
removed in the next commit.
GCC expects classes with virtual functions to have a virtual destructor,
but linear_ctx has static assertions that expects that no destructor is
present. Remove the assertions, as that's our only option. The destructor
is empty including in all derived classes, so it doesn't have to execute.

This ralloc garbage collection shouldn't be needed since we trash
the IR after glsl_to_nir anyway.
Freeing the ralloc context is moved after glsl_to_nir.

visit_exec_list() has always called foreach_in_list_safe() here
were rename that version to visit_exec_list_safe() and create
a version that calls the non-safe foreach call.
There are only 2 users of visit_exec_list() we change lower_jumps
to use the renamed version and leave glsl_to_nir() to use the
non-safe version as it never deletes the current instruction and
in the following patch we will add code that may delete the next
instruction meaning the safe version would be unsafe to use.

Instead of blatantly assuming with no assert that they're the same, add
a remap function. Also, be more careful about which enum we use where.
In the AST, we use GLenum and GL_FOO because we also need GL_ISOLINES.
When we translate to shader info, GS gets translated into mesa_prim
and tessellation gets translated into tess_primitive_mode which has
ISOLINES as a valid primitive value.

bit annoying having this scattered around but it's 100% a GLSL thing and
there's no reason why it should go in glsl_types.h. The fact that
glsl_print_type() even uses it is a bit sketchy.
