f00c9e85e5 meson: use files() instead of joining paths
The Meson docs points out that it's better to use the files() function
when referring to files in the source tree than manually constructing
paths like this. Let's follow that advice, and get some neat cleanups.

b08f293686 glsl/tests: do not perform eol-conversion on windows
These tests fail on Windows, because we open the expected files in
text-mode, performing EOL conversion. Instead, let's read them as binary
files, and manually UTF-8 decode them to get the expected result.

This fixes the tests on Windows for me.

ec9d7872ac glcpp: remove outdated msvc hack
While MSVC doesn't do __STDC_VERSION__ correctly for C99, it does for
C11, which is what we now require. So we can remove this hack.

f0f6aec545 glcpp: Disable the valgrind tests.
We have the glcpp unit tests covered with ASan and MSan in CI, no need to
make everyone doing a "meson test" suffer through valgrind slowly churning
through these.

deb654cdd0 glsl/tests: Bump glcpp valgrind test timeout to 240 seconds
Once it's actually working as intended again, it may need that much
time.

c60cea0daa glsl/test: Don't run whitespace tests in parallel
For some unfathomable reason, three out of these four tests often time
out when running within CI. On the assumption that there is some
parallelisation badness happening rather than the non-UNIX tests
entering infinite loops, try just marking them as serial-only.

This should have a negligible impact on runtime since they are quick to
execute.

a8e2d79e02 meson: use gnu_symbol_visibility argument
This uses a meson builtin to handle -fvisibility=hidden. This is nice
because we don't need to track which languages are used, if C++ is
suddenly added meson just does the right thing.

f6dad10d04 meson: Avoid duplicate symbols.
All the stubs in src/compiler/glsl/glcpp/pp_standalone_scaffolding.c
are duplicate symbols.  They should only be used as replacement for
Mesa functions when building glcpp and glsl standalone compilers, but
in fact they are getting linked with Mesa.

This change fixes this by moving the standalone stubs to a
libglcpp_standalone target, that's only linked with the glcpp/glsl
tools.

65610ec774 gitlab-ci: Add ppc64el and s390x cross-build jobs
Using LLVM 8 for ppc64el and 7 for s390x (which hits some coroutine
related issues with LLVM 8).

There are some test failures we need to ignore for now. Also, the
timeout needs to be bumped from the default 30s for some tests, because
they can take longer under emulation.

d2d85b950d meson: replace libmesa_util with idep_mesautil
This automates the include_directories and dependencies tracking so that
all users of libmesa_util don't need to add them manually.

Next commit will remove the ones that were only added for that reason.

a999798daa meson: Add tests to suites
Meson test has a concepts of suites, which allow tests to be grouped
together. This allows for a subtest of tests to be run only (say only
the tests for nir). A test can be added to more than one suite, but for
the most part I've only added a test to a single suite, though I've
added a compiler group that includes nir, glsl, and glcpp tests.

To use this you'll need to invoke meson test directly, instead of ninja
test (which always runs all targets). it can be invoked as:
`meson test -C builddir --suite $suitename` (meson test has addition
options that are pretty useful).

f0cdc39b13 meson: remove dependency antipattern
`dep_valgrind != []` now (0.45) produces a warning that is quite explicit:
  WARNING: Trying to compare values of different types (DependencyHolder, list) using !=.
  The result of this is undefined and will become a hard error in a future Meson release.

`dep_valgrind = []` used to be the recommended way to deal with
non-existant dependency, but these don't work with `.found()`, so now
the recommended way is to declare a impossible dependency, which
null_dep does for us in Mesa.

In short, we don't need and shouldn't check for `!= []` anywhere anymore.

fbf192a67e meson: Use consistent style
Currently the meosn build has a mix of two styles:
arg : [foo, ...
       bar],

and
arg : [
  foo, ...,
  bar,
]

For consistency let's pick one. I've picked the later style, which I
think is more readable, and is more common in the mesa code base.

3218056e0e meson: Build i965 and dri stack
This gets pretty much the entire classic tree building, as well as
i965, including the various glapis. There are some workarounds for bugs
that are fixed in meson 0.43.0, which is due out on October 8th.

I have tested this with piglit using glx.

v2: - fix typo "vaule" -> "value"
    - use gtest dep instead of linking to libgtest (rebase error)
    - use gtest dep instead of linking against libgtest (rebase error)
    - copy the megadriver, then create hard links from that, then delete
      the megadriver. This matches the behavior of the autotools build.

    - Put a comment in the right place (Eric A)
    - Don't have two variables for the same information (Eric A)
