We don't actually need this anymore. We were previously using it to find
ccache, but Meson will do this for us. Now that we pass
-Wl,--fatal-warnings, we don't need to pass -Werror to the link stage
either.
This removes two shell execs, one subshell, and one call to each of grep
and printf, per compile.

Enabling Werror on our code is good, but it's less good on external
projects. Some of the Rust subprojects are now failing due to warnings
exposed by the newer Rust toolchain in Fedora, which we don't care about.

Running the Meson tests doesn't take forever, but it does take a
noticeable amount of time.
For jobs in the critical path - like debian-testing and debian-arm64 -
we need them to complete as soon as possible to produce a build for the
hardware tests to consume. Running the tests here lengthens that time,
and introduces more hazard since the tests have previously been prone to
hitting timeouts, requiring the whole job to be retried before we can
proceed. These jobs also have build-only jobs which are not in the
critical path, and can run the tests just as well.
Running the tests under sanitisers is just too slow to deal with in
pre-merge pipelines.

Running LTO on pre-merge can be time-consuming,
especially on (over)loaded CI.
Let's keep it in nightly jobs to ensure coverage without causing
timeouts in pre-merge pipelines.

If you're emitting a section header under set -x, you will see:
+ section_start foo "foo"
+ x_off
[the section header]
This is kind of annoying. Instead of trying to squash it everywhere by
dancing around local set +x management, play some extremely stupid
tricks with shells to make sure we never emit it.

We're about to introduce a hard dependency on OpenCL functions in Iris
& Anv to generate commands. Intel-clc has been modified to generate
serialized NIR.
A number of builders are doing cross builds, so we can't use the
intel-clc built in that cross build. Other builds like ASAN/MSAN also
complain when running the built version of intel-clc because of
uninitialized values in the packaged LLVM libraries from the
x86_64-base image.
To solve those problems we build a host version of intel-clc and use
that binary in the cross build to generate the serialized NIR.

meson tests sharing a binary (and deviating in their env/args) will
produce temporary logs to the same directory, which is assumed to exist
only for the duration of a single test. This is problematic when running
tests in parallel, as one test may remove the directory before the
other(s) finish, causing a test flake.
This appends the each test's pid to the output directory to enforce
uniqueness and avoid the race.

We've talked about being able to capture perfetto traces from CI jobs for
a while, and this would be a step toward that. Mostly it's that we
occasionally break the perfetto build, so let's make sure we don't do
that.

`x86_build-base-wine.sh` are usd to install wine and xvfb
`x86_build-mingw-patch.sh` are used to pull packages from msys2 that can be directly used.
`x86_build-mingw-source-deps.sh` are used to building llvm, libclc, clang, spirv-tools and directx-headers from source
xvfb are used to enable wgl tests on debian

They're not warning-clean yet, but we can enable -Werror in general and
just allow the existing types of warnings as exceptions with
-Wno-error=[...]. This way, new warnings of all other types will be
prevented from entering the code base.
Once all warnings of a certain type have been eliminated in a job, the
exception for that type can be dropped from that job. This provides a
realistic path to a fully warning-clean CI build in the future.
