ci: shellcheck requires better 'boolean or' syntax

Some merge requests are failing due to `.gitlab-ci/run-shellcheck.sh` failing
on the 'yaml-toml-shell-test' because an 'or', on an elif, in the meson's
build needs to be reformulated.
