util: implement strndup for WIN32

v2:
- Add strndup.h to Makefile.sources (Emil)
- Use calloc instead of malloc (Emil).
- Check if allocation fails (Emil, Jose)
- Add '#pragma once' and include stdlib.h to strndup.h (Jose)
