e2d529963e Enable vertex and fragment programs. 
Implement glGetProgramStringARB and glGetProgramStringNV.  With these
functions implemented, GL_ARB_{vertex,fragment}_program,
GL_NV_{vertex,fragment}_program, and related extensions can be enabled.
