tokyo4j 32a2c0057e foreign-toplevel-management: add "urgent" state 
This can be used for clients like taskbars to indicate an application is
requesting attention, for example when activation is requested via
xdg-activation protocol.

Submitting changes to existing protocols

Please submit a merge request on GitLab.

Submitting new protocols

New protocols should not be submitted to wlr-protocols. Instead, submit them to wayland-protocols.
