Bastien Nocera db31456921 all: Add GetCriticalAction daemon method
This allows desktop front-ends to get which action will
actually be taken when we hit critical battery.

This is not a property as availability of actions might
change over the course of the run of the system, and
we didn't want to make unnecessary D-Bus calls on startup.

Requirements:

   polkit-gobject-1 >= 0.91
   libusb

UPower is an abstraction for enumerating power devices,
listening to device events and querying history and statistics.
Any application or service on the system can access the
org.freedesktop.UPower service via the system message bus.
