Martin Pitt a057e36751 Add up_polkit_is_allowed() function 
Add a new polkit helper function up_polkit_is_allowed() which checks whether
the caller has or can get a particular privilege, but without interactive
authentication.

Requirements:

   glib-2.0         >= 2.6.0
   gio-2.0          >= 2.16.1
   dbus-1           >= 1.0
   dbus-glib-1      >= 0.76
   gudev-1.0        >= 001
   polkit-gobject-1 >= 0.91
   libusb

DeviceKit-power is an abstraction for enumerating power devices,
listening to device events and querying history and statistics.
Any application or service on the system can access the
org.freedesktop.UPower service via the system message bus.
