Fossilize used the git:// protocol for fetching submodules but as of January 11, 2022, GitHub has tempirarily disabled acceptance of the Git protocol until March 15, 2022 whereby it will be permanantly disabled. This patch uprevs to the Fossilize commit that switches submodule URLs to https:// instead. Otherwise, we would get an error stating that "The unauthenticated git protocol on port 9418 is no longer supported." when trying to clone submodules.
