According to the Vulkan spec 21.4 "Conditional Rendering", only clearing attachments with vkCmdClearAttachments is subject to conditional rendering. Subpass clear and vkCmdClearColorImage / vkCmdClearDepthStencilImage should always be executed even if it happens in a conditional rendering block.
