Dave Airlie e38685cc62 Revert "radv: disable support for VEGA for now."
This reverts commit 611076a41a.

With the two previous commits, vega shouldn't be unstable,
doesn't pass CTS, but can do a complete run, and games shouldn't
hang anymore, so bring it back online.
