lava-job-submitter has been moved to a new repository: https://gitlab.freedesktop.org/gfx-ci/lava-job-submitter Remove the LAVA-related code from Mesa, since we now use the containers built in that repository. These containers already include lava-job-submitter and run the relevant tests there.
