Since panvk does not treat VK_IMAGE_CREATE_MUTABLE_FORMAT_BIT specially, we can just advertise the extension. When AFBC is supported in the future, we will want to check the list to see if we can keep AFBC even when VK_IMAGE_CREATE_MUTABLE_FORMAT_BIT is set.
