Yiwei Zhang 8bc99ecb19 venus: amend roundtrip between fence submit and wait idle ... The last virtgpu submission can end up with a tailing fence submit racing with renderer side sync thread teardown during vkDestroyDevice. This change ensures virtgpu side fence submits are done before the idle wait fence submit via the ring.
