Iago Toral Quiroga d873e30d3b v3dv: expose VK_KHR_shader_non_semantic_info
This is entirely implemented in the SPIR-V frontend.

Relevant CTS tests:
dEQP-VK.spirv_assembly.instruction.compute.non_semantic_info.*
