Erik Faye-Lund b8ccbc414a panvk: enable KHR_maintenance9 ... Seems this just works, so let's enable it. Unlike maintenance 4 through 8, VK_KHR_maintenance9 doesn't have a hard dependency on Vulkan 1.1, and can also be supported on Bifrost.
