Jay is under heavy development and is not considered released. It is available in upstream Mesa for developers to hack on but is not part of the 26.1 release. Add a comment acting like a chicken bit to fuse off the compiler while minimizing conflicts with backports (which is why we don't remove Jay wholesale from the release).
