Since changing 1 field to 8 bits and the removal of cmd_size, call sizes
have decreased, so we have 4 unused bytes in 2 DrawArrays structures
So far we use:
- DrawArrays
- DrawArraysInstancedBaseInstance
- DrawArraysInstancedBaseInstanceDrawID
Change them to these by either removing 4 more bytes or adding 4 bytes,
so that we don't waste space, which drops the number of used calls by 1:
- DrawArraysInstanced
- DrawArraysInstancedBaseInstanceDrawID

The main motivation is that no_error allows us to drop count==0 draws
at the beginning of the marshal function, instead of forwarding them
to the frontend thread. Such draws are plentiful with Viewperf.

This commit mainly adds basic infrastructure for tracking vertex array
state.
If glthread gets a non-VBO pointer, this commit delays disabling
glthread until glDraw is called. The next will change that to "sync"
instead of "disable".

We want to support glthread on GLES contexts with reasonable apps, and on
desktop for apps that use VBOs but haven't completely moved to core GL.
To do so, we have to deal with the "the user may or may not pass user
pointers to draw calls" problem.

Several API functions require special treatment in order to be marshalled
to a background thread. Others can't be safely executed in a background
thread and need to be executed synchronously (e.g. since they return data
through a pointer argument).
This annotation will be used when code generating thread marshalling code,
to ensure that each function is marshalled in the correct way.
Note that PixelMap functions are marked as synchronous for now since
their pointer may be relative to buffer on the GPU, so we'll need
special logic to marshal them properly.

Future patches will use this annotation when code generating
_mesa_create_exec_table(), to determine which functions should be
skipped because Mesa dispatches them differently depending on GL
state.
