The machine is extremely slow and fails to finish vkcts, but vkd3d may
still be used as a way to detect extreme regressions.

The execution time of vkcts has drastically changed with the latest
update, especially for APUs. This commit bumps the timeout to give
them a chance to finish.

The Polaris10 in CI has been getting insta-hangs when starting dEQP.
Let's give it 5 attempts to get its act together, as it won't affect
the run time dramatically (max 5 minutes), but will provide more
reliable results for developers.
Tracking of hangs (and many other issues) is done through scrapping the
execution logs, processing them to find these issues, then pushing the
data to influxdb. This allows us to plot the failure rate over time,
and see if the situation is getting better or worse.

The experimental support has been merged for months already, but has
been left unexercised in CI even though dEQP has a mesh_shader.nv
category.
This commit enables the experimental support, which should bring
additional testing \o/.

We currently default to 4h of execution time, but this is unnecessary
on all our platforms. Tighten it to 45 minutes per run, and overall of
1.5h to allow for restarts.

Vangogh is the codename of the custom APU found in the Steam Deck.
As it only has 4 Zen2 cores and a 15W TDP, don't expect fast runs
until we get more of them in CI :)
Just like the Renoir and one of the NAVI10 runners, this VanGogh
runner is hosted in my CI farm, behind a couple of UPSes.

- Build the runner image as part of the CI for the boot2container
project, rather than as a manually step using the build instructions
in valve-trigger.dockerfile.
- Depend on a non-default kernel build hosted in the valve-infra
package repository. This does reduce the current caching feature of
local artifacts, but makes it easier to chop and change kernels on a
per-project or even per-test basis.

- Depend on a kernel built and stored in the valve-infra generic
package repo.
- Build the runner container using ci-templates as part of the CI in
valve-infra.
- Now that the runner container is built in the valve-infra CI, I
dropped the source import of client.py and message.py. They are
built in the runner container.

We can use the general "how parallel should we go on this runner?" env var
and save a bunch of massaging env var names. Fixes how PIGLIT_PARALLEL
looked like it was useful but actually wasn't passed through to HW
runners.

We've had a physical machine death, and the restore/transfer is achingly
slow at the moment. Some of the devices are still fine, but
conservatively just kill the lot until it's all recovered.

Trying to get arbitrary strings suitably quoted for shell, embedded in a
YAML file, processed by Python templating, is like seven bad ideas all
embedded into one big can of bees.
Reuse the same script we use for bare-metal to generate the environment,
tar that up into a per-job overlay which is added to the
inter-pipeline-reusable rootfs built by the container jobs and the
intra-pipeline-reusable overlay built by the build jobs.
@anholt wrote a chunk of this - replacing the $ENV_VARS GitLab CI
variable with a Python loop across the POSIX job environment - in
!11192, but this still had YAML quoting nightmares, and was more
needless duplication between LAVA and bare-metal.
The diff is large and annoying, but is mostly a sed job to get
ENV_VARS="FOO=bar BAZ=quux" into FOO: bar\nBAZ: quux.

So we don't need to provision aarch64 servers, which are these days
rarer than x8_64.
In the switch to the new runner tags, switch to one which contains the
device type, so we can dimension the runner jobs taking into account the
number of DUTs available.

The top-level gitlab-ci.yml is big and unwieldy when one wants to work on
CI for a single driver. Move the drivers to separate include files for
ease of finding all your driver's tests, and also to pave the way for work
on a single driver's CI to not retest all other drivers.
