7faee1430a freedreno: rename Z_TEST_ENABLE->Z_READ_ENABLE, Z_ENABLE->Z_TEST_ENABLE 
This makes their interaction with Z_BOUNDS_ENABLE more understandable.

1ea4ef0d3b freedreno: slurp in decode tools 
cffdump, crashdec, etc

At this point there is some duplication with other files in-tree (ie.
a2xx and a3xx+ disassembly), which will be cleaned up in a later commit.
