This is mostly adapted from radv's BVH building. This defines a common
"IR" for BVH trees, two algorithms for constructing it, and a callback
that the driver implements for encoding. The framework takes care of
parallelizing the different passes, so the driver just has to split the
encoding process into "stages" and implement just one part for each
stage.

Add buffer copy/fill/update helpers using compute shaders. The driver
can select the optimal per-workgroup copy/fill/update size by specifying
a non-zero vk_meta_device::buffer_access::optimal_size_per_wg size.
If zero, the core will assume a 64-byte size (the usual cache-line size).
Buffer accesses will be done through SSBOs unless
vk_meta_device::buffer_access::use_global_address is true, in which
case the core will the buffer address using GetBufferDeviceAddress()
and pass that address as a push constant to the compute shader.
Image to buffer copies are always done through a compute shader. The
optimal workgroup size will be chosen based on
vk_meta_copy_image_properties::tile_size: the copy logic picks a
workgroup size matching the tile size, and aligns accesses on a tile.
The view format is selected by the driver. To optimize things on the
shader side, pick UINT formats (usually less work to do to pack data).
Buffer to image copies can be done done through the graphics pipeline
if needed (use_gfx_pipeline passed to vk_meta_copy_buffer_to_image()),
which is useful for vendor-specific compressed formats that can't be
written outside of the graphics pipeline. Drivers should normally prefer
compute-based copies when that's an option. Just like for image to buffer
copies, the workgroup size of compute shaders is picked based on the
image tile size, and the view format must be selected by the driver.
Image to image copies is just a mix of the above, with the driver being
able to select the pipeline type, as well as define the tile size and
view format to use. When using a compute pipeline, the workgroup size
will be MAX2(src_tile_sz, dst_tile_sz), and accesses will be aligned
on the selected reference image.
For compressed formats, the caller should pick an RGBA format matching
the compressed block size.

spirv_info_h was added to idep_vulkan_lite_runtime_headers but it's also

This reduces the amount of manual dependency tracking developers need to
do. This is turned on if glslang >= 11.3.0 is used, or 11.9.0 on
Windows, but otherwise the status quo is maintained. This means I have
not removed any use of `depend_files`. We could make make these hard
requirements and remove the use of `depend_files` too.

The Vulkan XML tells us exactly which caps are implied by which API versions,
features, extensions, and properties. We just need to parse that and
autogenerate some glue code, that way drivers don't need to track this manually.
This reduces the boilerplate needed when bringing up new features.

This is done by introduce idep_vulkan_lite_runtime, and only venus
depends on idep_vulkan_lite_runtime.
Modify the meson and source files to allow building venus without
the compiler.

gfxstream-vulkan forwards the shader to the host, and doesn't
need to convert into NIR in the guest. This results in faster
builds and less parts of Mesa to build. Also venus does the
same thing too, that's what the build is keyed on right now
as an in-tree user.

This adds a new base vk_shader object along with vtables for creating,
binding, and working with shader objects.
Unlike other parts of the runtime, the new shader object code is a bit
more sanitized and opinionated than just handing you the Vulkan
entrypoints. For one thing, the create_shaders() calback takes a NIR
shader, not SPIR-V. Conversion of SPIR-V into NIR, handling of magic
meta NIR shaders, etc. is all done in common code. [De]serialization is
done via `struct blob` and the common code does a checksum of the binary
and handles rejecting invalid binaries based on shaderBinaryUUID and
shaderBinaryVersion. This should make life a bit easier for driver
authors as well as provides a bit nicer interface for building the
common pipeline implementation on top of shader objects.

(I managed to trace it to the vk_synchronization_helpers change)

That will make sure the include directories are passed on and also
make sure the generated headers are properly built before whoever code
depends on it. NIR dependency propagates that dependency too.
Since the right include directory is always propagated, we can remove
the extra "compiler/" prefix from the `#include`s in glsl_types.h.
Note: NIR has a special "header only" dependency, so include the
generated headers for compiler there too.

Most hardware supports some sort of rectangle primitive. This adds a
new VK_PRIMITIVE_TOPOLOGY_RECT_LIST_MESA which will be used by the vast
majority of (if not all) meta commands. Drivers can key off of of this
to build pipelines differently and implement their own cmd_draw_rects
and cmd_draw_volume hooks or they can map it to TRIANGLE_LIST and use
the provided helpers.

Vulkan drivers that use nir_lower_blend need to translate Vulkan enums to the
common (non-Vulkan) versions used in nir_lower_blend. We don't need to duplicate
that boilerplate in every VK driver that uses nir_lower_blend, move panvk's
versions to common code so we can use them in agxv. I suspect powervr wants this
too.
It might be useful to also share the logic to translate vk_color_blend_state
to nir_lower_blend_options wholesale, but panvk wouldn't use it and agxv is
downstream so it wouldn't have any in-tree users. So I'll keep that part
vendored (for now). For now, let's share the easy win of the enum translation.

For historical reasons, nir and vtn were compiled together,
and a bunch of vtn specific targets were defined in
src/compiler/meson.build.
Now that we can, make src/compiler/spirv produce an internal
library that depends on NIR, and is used by the drivers/tools.
Also move the vtn specific targets into that directory's
meson.build.

provided for buffers for dealing with VK_WHOLE_SIZE. We can also handle

Only code that cares about Vulkan WSI should get the corresponding
arguments passed. Otherwise, the Vulkan headers might end up including
other headers that we don't have the correct dependencies passed for.
So let's give those a dedicated variable, and only pass that where it's
actually needed.

The video session and video session parameters objects can have a common
base class the drivers can inherit from if needed.
This creates code to parse the h264/h265 parameter sets into common
structs.

In Vulkan, formats are classified in compatible groups, allowing
formats to be cast to other formats in the same group. Some drivers
might need to have access to the full compatible format list, so let's
auto-generate helpers to allow that.
