To count primitives generated when primitive restart is enabled, we need
to dispatch a precomp shader with dimensions that depend on the indirect
draw count. For this, we need some kind of precomp dispatch mechanism
where the dimensions are determined at execution time. The standard
shape for this would be an "indirect precomp" dispatch which reads
dimensions from memory, but in this case that would be a little awkward
because the draw count is min(*draw_count_buffer, max_draw_count). So to
implement that with a typical indirect dispatch mechanism, we would need
to read the buffer, compare it with the max draw count, and then write
it back to scratch memory, just to read it again. To simplify this, I
went for a precomp dispatch mechanism where it just reading the
dimensions from the JOB_SIZE registers set by the caller, which can use
whatever CS code it wants to calculate them.

This is not actually necessary and moreover was corrupting
mipmapped arrayed 2D images in cases when the transition barrier
wasn't transitioning all mips, but more than one layer.
Keep the layout transition infrastructure in place as we'll need
it for transaction elimination CRC zeroing on v10-.

This is useful for running multiple dependent precomp shaders in a row.
We could do this using PANLIB_BARRIER_CSF_WAIT and then immediately wait
on the syncobj, but it's a little silly to do that on the same subqueue.

So don't redefine it with the same name, but use the name UNREACHABLE()
to also signify it's a macro.
Using a different name also makes sense because the behavior of the
macro was extending the one of __builtin_unreachable() anyway, and it
also had a different signature, accepting one argument, compared to the
standard unreachable() with no arguments.
This change improves the chances of building mesa with the C23 standard,
which for instance is the default in recent AOSP versions.
All the instances of the macro, including the definition, were updated
with the following command line:

This patch does a couple of things to make CL integration with drivers
as seamless as possible:
- We pull in opencl-c.h and opencl-c-base.h to stop relying on system
headers.
- Parts of libcl.h are moved to new headers that are incomplete CL-safe
variants of libc headers.
- A couple of util headers are changed to remove now unnecessary
__OPENCL_VERSION__ guards and make more headers CL safe.
- Drivers now include src/compiler/libcl and use headers like
macros.h,u_math.h instead of libcl.h.

In addition to including the wrong version potentially causing runtime
issues, it can cause intermittent build failures because v4 libpanfrost
does not have a dependency on the libpan_v5.h in meson.

This allows compiling CL shaders into a single SPIR-V library per arch,
NIR call bindings for each functions and precompilled binaries for each
entrypoints.
We are only going to support Bifrost and Valhall for this.
