These two layouts mean either the depth or the stencil aspect is
compressed. Without TC-compat HTILE (mostly < GFX8), the driver must
expand HTILE.
This prevents regressions with Vulkan runtime code using separate
depth/stencil layouts by default.

This should enable fast-clear for color images with the GENERAL layout
on GFX10-10.3. This seems important because DXVK tends to use that
layout more often now.
There are still issues with MSAA images, so it's only enabled for
single-sampled.

This is actually not needed because nobody is using storage with
depth-only formats and compression doesn't work at all anyways.
PAL and native don't allow this either.

This is possible because no comp-to-reg and no FCE. This probably helps
a bunch on GFX11+ if GENERAL is widely used with color images. And
since VK_KHR_unified_image_layout it's likely the case on GFX11-11.5
GFX10-10.3 could also benefit from this but some MSAA with DCC
fast-clears are currently broken and they need to be fixed first.

Much faster because CB is optimal with 2D swizzle modes. This isn't
applied for storage images because it depends on the access pattern,
and benchmark results are very different.

Replace the duplicated swapchain image detection pattern across all
Vulkan drivers with the new wsi_common_is_swapchain_image() helper.
Since the swapchain handle can be extracted from VkImageCreateInfo's
pNext chain inside wsi_common_create_swapchain_image(), remove the
now-redundant VkSwapchainKHR parameter from that function.
This removes the #ifdef guards for Android/WSI platforms from each
driver, as the helper now handles this uniformly.

So don't redefine it with the same name, but use the name UNREACHABLE()
to also signify it's a macro.
Using a different name also makes sense because the behavior of the
macro was extending the one of __builtin_unreachable() anyway, and it
also had a different signature, accepting one argument, compared to the
standard unreachable() with no arguments.
This change improves the chances of building mesa with the C23 standard,
which for instance is the default in recent AOSP versions.
All the instances of the macro, including the definition, were updated
with the following command line:

DCC tilings info needs to be set for all surfaces, including
depth/stencil. But because this is a C union, settings those fields
for depth/stencil surfaces might accidentally overwrite HiZ info.
This fixes rendering issues with RADV_DEBUG=nohiz.
